Head of the advisory group of the interfactional deputy association Blockchain4Ukraine at the Verkhovna Rada of Ukraine since October 2019.

Coordinates work of the advisory group and its сooperation with the government, NGOs and other stakeholders on the preparation of new draft laws on the legalization of virtual assets and the nationwide introduction of blockchain technology in Ukraine.

Before joining the Blockchain4Ukraine, from 2017 to 2019, Konstantin worked as an Adviser to the Head of the state eGovernance Agency of Ukraine, where he oversaw the following projects:
Signing of a memorandum between eGOV Agency and Bitfury (Netherlands);
Signing of a memorandum between the Ministry of Justice, eGOV Agency and Propy (USA);
Integration of the technology into the state auction SETAM (Ministry of Justice);
Introduction of blockchain technology into the state land cadastre of Ukraine as part of the pilot project by eGov Agency, Ministry of Agrarian Policy, Transparency International Ukraine and Bitfury;
Settling the purchase of the apartment in Kyiv for Ethereum cryptocurrency and via Ethereum smart contracts in conjunction with Propy (USA);
In 1999 Konstantin received higher financial education at Goethe University (Frankfurt am Main). After graduating, from 1999 to 2003, he worked at the Commerzbank headquarters (Frankfurt am Main) in the Investment banking department for the CIS countries.
